What does this poem mean? Is he speaking to God or a woman or someone else? If there is a Nervo aficionado out there, please respond back to me. I need to write a paper on this poem and I don't know what it's about. HELP! AYUDAME!

Sounds to me as if he is speaking to his country rather in the manner of those who hear of a war involving their homeland whilst they are elswhere.
Do they return and spill their blood, risk laying down their lives.
