This is a woman remebering her husband / boyfriend. At the start of the war she volunteered to be a red cross nurse and he a soldier. The nurses had a big red (scarlet) cross on their uniform pinnafore breast. Crossed swords on the man's uniform would denote an officer (Colonel I think) but crossed swords on the army list indicate the person had taken part in an actual battle and survived. If he died his name would not be on the subsequent army lists.
