what is it meant by "my luck is at the bottom of the sea"?

my luck is at the bottom of the sea'
I've read this poem 3 times now and this is just my take on the statement: 'my luck is at the bottom of the sea'
He has had his much hoped for leave cancelled. this happened when there was soemthing going on and the Generals needed every soldier, sailor, airman ready for action.
I think he's saying that the slim chance of him getting leave now he may as well be at the bottom of the ocean.
Other people may have a different idea of course.
